What is a Road Use Agreement?

The purpose of a Road Use Agreement (RUA) is to provide guidelines and procedures for road use by individuals or companies with extensive or continuous haul projects. They are designed to allow individuals or companies to utilize Thorhild County roadways for the purpose of hauling equipment, materials, or loads, and allow the municipality to impose specific conditions for the roadways based on the Road Protection & Traffic Control Bylaw. With more than 1,250 km of roads within Thorhild County there is significant investment in road infrastructure that must be protected. 

Thorhild County will monitor these haul route(s) and will ensure that Road Use Agreements are enforced to prevent problems that arise from road damage. When roadways are susceptible to damage, road bans and/or even road closures may be issued to prevent further damage and to correct unsafe conditions.

Do I need a Road Use Agreement?

Yes, you might. There are five (5) different categories under which a hauler may be required to enter into a Road Use Agreement with Thorhild County for all hauls exceeding three (3) or more legal loads moving to a location within 24 hours or if the haul duration is more than 48 hrs. 

Road Use Agreements apply year-round to:

  1. Oilfield Industry
  2. Log Haul Industry
  3. Sand & Gravel Industry
  4. Other Industry
  5. Development Commercial/Industrial/Intensive Livestock

THESE ARE NOT ROAD BAN EXEMPTION PERMITS.

A COPY OF THE COMPLETED AND SIGNED ROAD USE AGREEMENT MUST BE CARRIED IN THE HAULERS’ VEHICLE(S).

How do I apply for a Road Use Agreement? 

Please submit a completed Road Use Agreement Application Form along with a proposed route map to Road Data at permits@roadata.com. ​​​​For inquiries on road use agreements, contact Road Data at 1-888-444-9288.
