Strategies for a Stronger Tomorrow

Thorhild County’s Economic Development Plan lays the foundation for a resilient, thriving local economy. Designed to guide the County’s efforts through to 2026, this plan is a community-informed blueprint that focuses on strengthening local businesses, building investment readiness, and ensuring residents and entrepreneurs have the tools they need to succeed in a changing world.

  Purpose of the Plan

This plan sets out a clear, strategic roadmap to:

  • Foster a supportive environment for new and existing businesses
  • Attract investment and build infrastructure readiness
  • Strengthen workforce and entrepreneurial capacity
  • Encourage collaboration and shared ownership of economic progress
  • Drive sustainable, community-aligned economic growth

It also reflects a commitment to transparency, communication, and continuous learning, ensuring the County’s economic development efforts evolve with community needs and regional opportunities.

The plan focuses on five key priorities to guide its two-year implementation:

  1. Build Economic Development Capacity
    Develop partnerships, improve communications, and create toolkits to ensure long-term success beyond the plan period.
  2. Support Local Businesses
    Launch programs including mentorship groups, a business concierge service, and one-on-one support to help businesses overcome barriers and grow.
  3. Foster an Entrepreneurial Mindset
    Encourage innovation through training, small business recognition, and youth programming.
  4. Develop the Local Workforce
    Deliver employment counseling and conduct a workforce needs assessment to address labour gaps.
  5. Promote Inbound Investment
    Improve land readiness, streamline investor onboarding, and create professional response systems to support new business attraction.
