FAQ
The province collects taxes for both the public and catholic school
boards. The money is then distributed to each of these boards. In
the County of Thorhild, there are two school boards. The Aspen
View Regional Public School Board covers the entire County and
the Lakeland Roman Catholic School Board covers only a portion
of the County. When you purchase property within the Lakeland
Roman Catholic School Division, you will be asked which school
board you would like your tax dollars to go.
The current Land Use Bylaw states that a quarter of land can be
subdivided into (2) 70 acre parcels with (2) 10 acre parcels
(equaling 160 acres). The application form can be obtained from
the County of Thorhild Administration office. The applicant is
responsible for obtaining a current copy of title, aerial photo,
and preparing a detailed site drawing. The completed form and
application fee are forwarded to: Municipal Planning Services
(780-486-1991) who handles the subdivision process on behalf
of the County. The applicant is also responsible for (2) approaches
(1 into the subdivided portion and the other into the balance
of the parcel). The subdivision process takes approximately
(7) seven months.
When you think of subdividing, the most common problem is:
Where is the sewage disposal system located on the property?
In the case of an on-surface pump out, by current legislation,
there must be 300 feet distance to each of the property lines.
If you have a different type of disposal system, the distance
will vary.
During the subdivision process, you will be responsible for
obtaining a surveyor to do either a Plan of Survey or
Descriptive Plan.
Long Lake Waste Management Facility is open on Thursdays
and Sundays. Newbrook and Thorhild Waste Management
Facilities are open Wednesdays and Saturdays.

9:00 a.m. to 5:00 p.m.
Any person lighting a fire must have a valid Fire Permit issued
by the County of Thorhild. Fire permits are required year round
and can only be obtained upon inspection/approval from a Fire
Guardian (local Councillor)
Exceptions include:
1. attended outdoor contained campfire, which has been lit for
cooking or warming purposes;
2. incinerator fire- The fire must be contained within a
noncombustible structure, container or barrel with openings
covered by heavy gauge metal screen having mesh size no
larger than 6 millimeters, which are used for the purpose of
burning refuse, protecting livestock from insects or for
protecting garden plants from frost.
ALL APPROVED FIRES BY PERMIT OR EXCEPTION, ARE SUBJECT
TO PROVINCIAL OR LOCAL FIRE BANS, DECLARED AS A THREAT
OF A FIRE HAZARD TO THE CITIZENS WITHIN THE BOUNDARIES
OF THE COUNTY.
Snowplow flags can be purchased and picked up at the County
Administration office or the Public Works Office. The owner must
first sign a Snowplow Flag Easement (This is good for the whole
winter). Only the driveway will be snowplowed. Any other
snowplowing will be classified as Custom Grading. The flag
must be put in a visible place at the end of your driveway so
the grader operator can see it. Once the grader operator has
plowed the driveway, it will be removed. The owner can purchase
several flags at one time. Left over flags can be kept until next
year or returned to the County Office for refund.
The County of Thorhild's assessor is Dan Kanuka of Municipal
Assessment Service Group. His office is located in Morinville and

The assessment roll is open for public access at all times. The
office hours are 8:00 a.m. to 4:30 p.m, Monday through Friday.
Please ask at the front counter to see the roll. You will need the
legal land description of each parcel of land for which you want
the assessment.
Assessments can change when you buy or sell your property,
build a house or garage, or when you subdivide. When trying
to understand assessment, you must keep in mind that your
comparison has to be equal to your property. The house size
should be similar to yours, as well as, the land base.

Effective September of 2001, the County no longer provides
maintenance for Primary of Secondary Highways. Contact
Carillion at 1-800-390-2242 to report any concerns on the highways.
This applies to local roads only, as Primary and Secondary
Highways are plowed by Carillion.
School bus routes no longer have preference. When there is
significant snowfall, all local roads will have one side opened
first so some traffic may get through. Custom work will be done last.
A person can either contact their Councillor or the Public Works
office to put in their request. A Corner Brushing Easement must
be signed by the landowner. The owner must also give permission
to the County to apply herbicide.
The 911 database automatically matches your calling phone number
of the phone's service address and relays this to the municipal Call
Answer Center. The calling number is confidential TELUS information
and is used by the municipality only for the purpose of responding to
an emergency situation and the protection of its citizens and property.
In most cases, yes. However, if the ambulance attendants determine
that your condition requires immediate attention, they will transport
you to the nearest hospital.
The family-school liaison program is a resource to individuals, families
and the community. This program provides a liaison with the school
system in order to assist families whose children may be experiencing
difficulties at school or at home. Services include counseling, referrals,
collaborative work with families, schools and social agencies and
program planning to fit the needs of the community.
Families with school-aged children residing within the boundaries of the
County of Thorhild No. 7.
Referrals can be made by families, school personnel or community members.
There is no charge for services provided by the Family Outreach Program.
The only exception is the infant car seat program. Infant seats are rented
for $15.00, with a $10.00 damage deposit.
1. Evening Parent Group- This group has been in existence since April 1997.
This is a parent support group that meets every three weeks from September
to June. Sessions are planned based on the needs of the group and many
include videos and guest speakers on various topics related to parenting
infants to preschool aged children. New members are accepted every September.
2. Morning Parent/Play Group- This group has been in existence since
April 1999. The group meets every Wednesday morning from 10:00 - 11:30 am
upstairs in the Family Centre at the north end of the County Administration
Building.The group is run on a drop in basis, with children welcome. Parents
have the opportunity to discuss issues and socialize while the children interact.
Guest speakers are brought in occasionally to deal with the topics of interest to
the group. There is no charge for attending these sessions and refreshments
are provided.
